Switzerland takes part in Toronto conference on returning Ukrainian children, detained civilians and prisoners of war
Bern, 28.09.2026 — On 28 and 29 September, the Federal Council's delegate for Ukraine, Jacques Gerber, will represent Switzerland at Pathways to Peace, the second international conference on returning forcibly transferred or deported Ukrainian children, detained civilians and prisoners of war. Switzerland's participation underpins its ongoing commitment to the protection of those affected by the war against Ukraine and to respect for international law.
Organised as a follow-up to the first conference held in Montreal in October 2024 at the initiative of Canada, Norway and Ukraine, the Toronto event aims to strengthen international coordination on the human dimension of the war. Participants will examine ways of facilitating the return of children, detained civilians and prisoners of war. They will also discuss long-term support for these individuals and their reintegration into society.
The protection of people affected by the war was one of the three priorities of the Ukraine Peace Summit organised by Switzerland at the Bürgenstock resort in June 2024. Since then, Switzerland has participated in international efforts to ensure that the work initiated at that summit is continued and actually implemented. The Toronto conference provides an opportunity to pursue these efforts with partner states and international organisations, in accordance with international humanitarian law and human rights.
Return of Ukrainian children
Since the start of 2026, Switzerland has been a member of the International Coalition for the Return of Ukrainian Children, established by Ukraine and Canada in February 2024. It had previously participated in the coalition's work as an observer. The coalition supports the safe return of children and their reintegration. Switzerland condemns the forced deportation and transfer of Ukrainian children, which constitute serious violations of international law.
Switzerland's commitment is also reflected in the CHF 1.5 billion Programme for Ukraine adopted by the Federal Council in February 2025 for the period 2025–28. In addition to supporting economic recovery and public services, this programme promotes peace and helps protect the civilian population. Within this framework, the Swiss Confederation is active in areas such as emergency aid, humanitarian demining, the search for and identification of missing persons, and the documentation and prosecution of violations of international humanitarian law and human rights.
