Ukraine reconstruction agreement enters into force
Berna, 09.10.2026 — The bilateral agreement establishes the legal basis for greater involvement of Swiss companies in rebuilding Ukraine's infrastructure and economy.
Ukraine's reconstruction cannot be financed by public funds alone. Instruments are therefore needed that go beyond traditional international cooperation and enable private-sector involvement, particularly in the energy and infrastructure sectors.
Involving the Swiss private sector in the reconstruction of the war-torn country is one of the priorities set out in Switzerland's Ukraine Country Programme 2025–2028. Under this programme, Switzerland is already funding projects by Swiss companies that have a presence in Ukraine.
Both countries have completed their ratification procedures, and the agreement entered into force on 9 October. It establishes the legal basis for financial assistance to Ukraine. Under this assistance, the Ukrainian government may identify goods and services that the Swiss Confederation will then procure from Swiss companies. To this end, the Confederation will put the supply of these goods and services out to public tender.
The agreement applies to all Swiss companies. It enables Swiss expertise and innovation to be deployed more extensively in the reconstruction of Ukraine and helps mobilise private investment.
The bilateral agreement was signed on 10 July 2025. On 6 March 2026 the Federal Council took note of the outcome of the consultation procedure and submitted the agreement to Parliament. The National Council and the Council of States both approved it in the 2026 summer session. No referendum was requested within the deadline, which expired on 8 October.
