HIV/AIDS in the health sector and mainstreaming
The AIDS epidemic remains a global crisis with impacts that will be felt for decades to come. Over 30 million people are estimated to have died of AIDS in the 25 years of its existence.
At the end of 2007, an estimated 33.2 million people are living with HIV. 61% of the adults living with HIV are women and 2.5 million are children under 15 years. UNICEF estimates that in sub-Saharan Africa 12 million children have lost one or both parents to AIDS. Whilst sub-Saharan Africa continues to represent the epicentre of the pandemic, Eastern Europe and Central Asia are currently experiencing the world’s fastest growing epidemics.

The health sector has a leading role in driving national HIV responses. Supported by an increasing international donor commitment and in a context of increasing availability of financial resources for HIV/AIDS, this has resulted in significant improvements in terms of access to treatment and care in resource poor countries, reflecting in a reduction of deaths due to AIDS. Effective prevention campaigns are now starting to show positive results in terms of a reduction of new cases of HIV infection in some countries. At the same time, the health sector is seriously affected by the dimension of the epidemic and the urgency of the response- also due to the mushrooming of vertical programmes and the multitude of actors in the field. The human resource crisis linked to the HIV epidemic is today recognised as one of the most pressing challenges constraining the HIV/AIDS response.
The Swiss Agency for Development and Cooperation, SDC, is committed to contributing to the global response to HIV/AIDS in collaboration with its partners at country, regional and global level- both in the health sector and through multisectoral collaboration. Building on the 2001-2007 SDC AIDS Policy, an institutional strategy is currently being developed. The strategy will be published in 2008 and will give practical guidance on how to implement the main approaches and strategic lines of action proposed.

Scaling-up of ART in health systems: An update on recent progress

In the frame of scaling-up Anti-Retroviral Treatment (ART) Strategies for health system strengthening are now more actively promoted. It is already clear that building capacity and achieving strong management at the different levels of the system are time-consuming processes that do not respect limited, programmatic timeframes. Furthermore, some lessons learned can be identified: these include financial absorption limitations, the need for strict alignment, the advantages of scaling up from within a well established district led response, the importance of integrating HIV planning into health sector planning at the levels closet to service delivery, monitoring health system’s performance and the predictable, consistent nature of the support that countries shall require in this endeavour in the very long term.

Factsheet HIV and AIDS in Humanitarian Assistance

This fact sheet presents mainstreaming as a Response to HIV and AIDS in Humanitarian Assistance. Indeed, HIV and AIDS are considered crosscutting issues in SDC’s humanitarian aid department. In various emergency settings reaching from Zimbabwe, Angola, Sudan, Uganda, and the Great Lakes region, to Haiti, North Caucasus and Asia, where SDC supports “emergency aid, reconstruction and advocacy” activities, HIV and AIDS have been addressed in terms of prevention, protection, treatment and care, psychosocial support, and work place programmes.

Factsheet SolidarMed Antiretroviral Treatment Project
(06.2009)
This fact sheet presents SMART (SolidarMed Antiretroviral Treatment) programme. The goal of this program is to strengthen the local health systems of nine rural districts in Tanzania, Mozambique, Lesotho and Zimbabwe, as well as to integrate voluntary counselling and testing, antiretroviral treatment, activities to prevent HIV transmission from the mother to the child, and home based care into routine health service provision. Solidarmed builds on established partnerships and cooperation in these districts with local hospitals and health administrations.

2007 Evaluation of the SDC SOSA HIV/AIDS Community of Practice

The Swiss Agency for Development and Cooperation HIV/AIDS Community of Practice (CoP) was created in 2001, after the first regional East and Southern Africa regional AIDS workshop, as an informal network to foster exchange and continuous learning about responding to the pandemic – with a particular focus upon mainstreaming of HIV. This document presents the results of an evaluation conducted in 2007 and looks at what is going well and at identifying areas in need of improvement for the future.

This fact sheet presents the Media in Education Trust AFRICA (MiETA) established in 1996, as a regional non-profit organisation with its head office in Durban, South Africa. Its purpose is to promote the holistic development of children and their associated school communities in the SADC Region by supporting education, as well as health and socio-economic development where it relates to education. For over ten years the organisation has assisted Ministries of Education to strengthen their education systems so that they are better able to address key barriers to learning, in particular HIV and AIDS, and poverty.

Factsheet World Food Programme HIV and AIDS Response
