Helping tanzanian girls to avoid pregnancies
August 2012
Author: NCCR North South

Tanzania has spearheaded many efforts to better understand and improve the sexual and reproductive health of 10-19 year old teens. The NCCR North-South research, (financially supported by SDC), was part of this effort. The project focused on the question on how resilient girls were instead of looking at their vulnerability. Focusing on social resilience means a fundamental shift in research as well as in the operational field. This approach isn't so much oriented on deficits anymore but rather on ressources and agency of people at risk.

Voices of Youth. Tanzanian teens turn their own lens on teen pregnancy
July 2012
Author: NCCR North South

Tanzania has one of the highest teen pregnancy rates in the world. NCCR North- South research looks at how adolescents in Tanzania handle reproductive health challenges. In the project described here, youths in Dar es Salaam and Mtwara Town planned, scripted, and acted in short dramatic videos about teen pregnancy and sexuality. The narrative medium enabled youths to depict their own experiences and gave adults a window into the problems they face. To spur creation of better interventions, the videos were shown and discussed with policymakers and practitioners in workshops. They are now used for reproductivehealth interventions targeting adolescents and have aired on Tanzanian TV.

The Swiss Health Foreign Policy defines the objectives and ways to collaborate in health. This should improve the synergies and coherence under Swiss actors in the global health policy dialogue. The SDC voice in the global policy dialogue is of utmost importance if Switzerland is to keep its humanitarian image and role in closing the increasing global health gap.

The right to health approach in Mozambique: Facts, figures and dilemmas
2012
Author: Franziska Freiburghaus, SDC, Head of Health Programme, Mozambique

Mozambican health officials frequently use the wording “lack of resources” as an explanation for the fact that health as a human right is not properly reflected in the countries service delivery. This article aims at providing a brief overview of facts, figures, as well as existing dilemmas in the country in order to make the current situation regarding health and human rights better understood. Multiple factors need to be taken into consideration when trying to understand the right to health approach in Mozambique. (Article published in MMS Bulletin 123/2012, p. 42-45)

The CCBRT (Baobab) Maternity Hospital:Planning for male involvement and adolescent friendly services
November 2011
Author: Kate Molesworth TPH / SDC

A gender study was conducted and findings indicated that sexual and reproductive health services are generally designed for female clientele and the role of men in sexual and reproductive health is overlooked and underestimated. However, male engagement can positively impact on maternal and neonatal well-being by influencing decision-making about where and when women deliver. It can encourage broader discussions about SRH including family planning, prevention and treatment of STIs, HIV and AIDS, male sexual responsibility and reduce sexual and gender-based violence. Importantly, male engagement can encourage skilled assistance of deliveries and contribute to improved health seeking behavior and reduce delays that are associated with maternal and neonatal mortality.

Gender aspects of distributing and using mosquito nets
November 2011
Author: SDC / Flora Kessy

A study on gender dimensions in the distribution and use of mosquito nets in Dodoma region, Tanzania. The aim of the study was to explore the gender aspects of accessing and using Insecticide Treated Nets (ITNs) through the National Voucher Scheme (TNVS) which is a subsidized and targeted nets distribution to all pregnant women and all children under five years of age and the free distribution through the Universal Coverage Campaign (UCC). The findings of the study indicate that though men are excluded from the targeted nets distribution, as they are the ones who control resources at the household level, they play an important role in the decision making of the purchase, use and management of the nets by the women. The study also revealed that youth between the ages of 12-18 years are a neglected group in the use of ITNs. SDC Contribution: Based on the study findings on the role of men in the use and management of nets at the household, the study has a great potential to contribute to a more gender transformative approach in social marketing programs with a high focus on male involvement which is currently very limited in most communication materials. Though not directly contributed by the study, the new approach by the national malaria Programme in targeting schools through the school nets distribution will directly contribute to address the health needs of youth against malaria.

Experiences gained in the decentralization of Anti-retroviral therapy (ART) services when fighting H
September 2011
Author: Brighton M. Mvumi; Nomalanga Marimo

HIV and AIDS Medium Term Programme (MTP) Component Review (Zimbabwe). Experiences derived from the SDC Zimbabwe health programme showed that supporting decentralisation of ART services from main health institutions in cities and major towns to peripheral ones, led to an overall improved quality of life for People Living with HIV (PLHIV) and a reduced burnout among the health professionals. Apparently, gaps existed when communicating these experiences to national stakeholders inorder to influence the scaling up of decentralisation by the wider stakeholders and as well as to create learning platforms for the various SDC partners.

Lessons from two decades of health reforms in Central Asia
2011
Author: Rechel, B. et al

Since becoming independent at the break-up of the Soviet Union in 1991, the countries of Central Asia have made profound changes to their health systems, affecting organization and governance, financing and delivery of care. The changes took place in a context of adversity, with major political transition, economic recession, and, in the case of Tajikistan, civil war, and with varying degrees of success. In this paper we review these experiences in this rarely studied part of the world to identify what has worked. This includes effective governance, the co-ordination of donor activities, linkage of health care restructuring to new economic instruments, and the importance of pilot projects as precursors to national implementation, as well as gathering support among both health workers and the public.

Author: Freiburghaus, Franziska, SDC, (Master Thesis, Universities of Basel, Berne, Zurich)

...A review of experience 2006-2008 and a critical analysis of the multi-criteria decision analysis. The aim of this report was to analyse if a new methodology, namely the Multi-Criteria Decision Analysis (MCDA) combined with a Discrete Choice Experiment (DCE), is a better methodology for priority setting in developing countries than the ones used before. Thus, a review of rational and transparent approaches in health priority setting in developing countries from 2006-2008 was performed and a critical analysis of the theory and experience of the multi criteria decision analysis done.
